The policy of loan scheme/"pret-bourse" was introduced in Rwanda early 1980s but its implementation since then has not been efficiently carried out. Many Rwandans a good number of whom are prominent persons in and outside the country today, benefited from this scheme.

Although loans were disbursed to students to study at higher education as early as 1980, there was no mechanism at that time to recover these loans. As part of the Government's effort to support the growth, the expansion and modernization of the Rwandan Higher Education system and at the same time maintaining at long time a financially sustainable Higher Education system, the Government introduced a Student Loan Scheme for Higher Education which among other things requires the participation of individual students or parents in meeting part of the cost of their education. more
